Tasks:
QA/QC/Commissioning
a. Review the quality assurance program of the Contractor each major manufacturer/sub-contractor.
b. Review the Contractor’s internal QA organization with names, functions and responsibilities.
c. Review the Contractor’s internal guidelines for document/drawings/calculations handling.
d. Review the Contractor’s QA procedure.
e. Purchase orders.
f. Review the Contractor’s procurement procedures.
g. Review the Contractor’s drawing approval procedures of subcontractor’s drawings and release procedure for production.
h. Review the Contractor’s document flow and registration procedure.
i. Review the Contractor’s shop inspection and expediting procedures (test and examination sequence plan).
j. Review the Contractor’s quality records, completion certificate, ready for- shipment certificate.
k. Review the Contractor’s non-conformity procedure.
l. Review the Contractor’s field inspection procedures
m. Review other contents in accordance with the regulations of contract and Laws of Vietnam.
n. Supervise the quality program to ensure the construction complies with the applicable plans, codes, standards, specifications and practices, including the timely completion and collection of inspection and test report
o. Supervise the overall quality control management of all construction discipline
p. Provide weekly and monthly report of QA/QC
Commissioning and Completion of Performance Tests and Performance Guarantees
a. Supervision and co-ordination of the commissioning activities, such as initial tests, start-up and trial operation.
b. Review of the Contractor’s start-up and operating procedures and test schedules
c. Verify and check whether components and equipment have been properly installed and are completed in every respect.
d. Ensure the proper calibration of all tests instrumentation, particularly for the performance and guarantee test
e. Supervision and witness of the individual equipment and sub-system test.
f. Supervision of the start-up and initial operation of the main components.
g. Supervision of the start-up and operation of the whole substation.
h. Compile claim lists of any defects, failures or shortcoming and develop remedial measures to be undertaken by the Contractor as needed.
i. Supervision of the guarantee
j. Issue of the Completion Test Report
k. Certifying of the Provisional Acceptance
l. Checking and supervising of other contents in accordance with the regulations of Contract and Laws of Vietnam.
